What is a Right to Buy Valuation?

The Right to Buy scheme gives eligible council tenants in England the right to purchase their home at a discount. The discount is calculated as a percentage of the property's open market value, so the accuracy of that valuation matters directly to what you eventually pay.

Your landlord is required to obtain a valuation before making you an offer, but you are entitled to challenge their figure if you believe it is too high. An independent RICS Red Book valuation gives you the evidence to do that, or simply the peace of mind that the figure you have been given is fair.

A Red Book valuation is a formal assessment of the property's open market value, prepared to the high standards set by RICS. It is the format accepted by housing authorities, local councils, and courts, and it carries a higher level of authority than an informal estimate.

Do You Need a Right to Buy Valuation?


You may want an independent valuation if:

  • You have received Section 125 notice from your landlord and want to verify the property's valuation before deciding whether to proceed or appeal.

  • You have formally challenged your landlord's valuation and the Valuation Office Agency (VOA) has been instructed, and you want your own independent view to inform that process.

  • You simply want to understand what you are paying before committing to one of the biggest financial decisions you will make.

What the Valuation Involves

I will visit the property and carry out a thorough inspection, assessing its condition, construction, size, and any features that may affect its market value. I look at comparable sales in your local area to establish what a willing buyer would pay on the open market, and I write up my findings in a clear, formal Red Book-compliant report.
